That confusion only arises if you insist on the rm command being
identical to svn and you assume it is a real inconvenience for the user
to get their head round it being slightly different to this or to unix
rm. It's surely not so difficult.
Why not maintain the rm/remove commands as they are, but add a flag that
indicates the desire to remove the working copy?
Better to protect the user against the danger you describe of
unthinkingly removing data, than against the (minor) frustration of
unversioning a file but having to use another command to get rid of the
working copy as well.
