I also have a WorkingTreeFormat4 in the by-reference-trees branch.

Even though we're unlikely to merge by-reference-trees directly into
dirstate (more likely, we merge both into bzr.dev), it would probably be
good to avoid using the same name.

What do you think of WorkingTreeFormatDirstate1?  I can't think of a
good new name for mine-- its main differences are root ids and support
for nested tree references.
