Maybe not, but there's a clear advantage to being able to use bzr diff
everywhere, and people have wanted it before.

It would be a regression to remove support for "bzr diff tree1 tree2".
It would be inconsistent to suport branches without supporting "bzr diff
branch1 branch2"
