bzr-email no longer needs manual hooking

I'm happy to see the improvements for post_commit, I'd even like to see
us deprecate the 'post_commit' config entry once your other stuff lands.


Actually, we probably could do it a little bit differently, such that at
import time it checks if the path is bzrlib.plugins.email

Part of it was to just get nice looking errors. But sure, I'll clean it
up a bit.
