[BUG] bzr locks itself when pushing from branch to a checkout in the same shared repo

I submitted a bug: https://bugs.launchpad.net/bzr/+bug/83503

I actually found a much easier way to reproduce it too without any
commits, checkouts, or adds so used that in the bug report.
