[MERGE] Add a way to specify a template commit message

Hi,

A small change that adds start_message to edit_commit_message, so that a 
message to go above the separator and form a template message.

It doesn't help in the normal commit case, as it doesn't add a way to
hook in and actually set it. That could still be added later, but it may
be preferred to not add this without a full overhaul of the commit
message code.

The reason I wrote this is that I am playing with a plugin that also
does a commit, but actually reimplements most of cmd_commit to do so,
and I didn't want to write a whole edit_commit_message just to add this
one thing.
