[MERGE] Branch.last_revision_info method to allow optimization by smartserver

Reading the full revision history is an expensive operation, certainly
when all you do is count the length.  Doing seperate roundtrips for
revno and last_revision is also suboptimal, and when you want the length
of the revision history, you often also want the last revision.
