[Merge] Not all whitespace is unicode

Fix that changes the assumption that whitespace characters are
convertible to unicode.

I'm not sure if this should be applied; it was to fix a problem I
experienced when using tailor to control bzr under windows python while
in cygwin; who know's if this correct or not :-)
