[MERGE] split branch.push out from branch.pull

[Robert Collins]

This splits out branch.push from branch.pull. Currently the behaviour is
identical to today, but it will immediately start to differ when hooks
are implemented, and also Matthew Fuller is mumbling about writing up
some use case differences between them from an IRC chat.
