I dind't mean that :-) I Meant that in the vocabulary of average
programmer, non-english person who uses english, the word "amend" has
nothing to grasp to in his daily "talk" in Net. We don't usually
communicate politic aspects and goverment issues in English to know
the word in the first place.

For non-native, to read word "amend", one would have to be highly
educated or have very good vocabulary (not to mention having
dictionary near by).

I haven't come accross this english word during my long educational
life in my country's schooling system. So it's pure accident that
happen to know it from other contexts.
