Actually, the nested-trees work will require format 7 and Knit3.
(Because we already need a new working tree format to support unique
roots. and there's no way I'm writing *two*.)

Format 7's only difference from format 6 will be supporting subtree
references.

But tag support currently requires Knit2, AIUI.
