"trivial" bug tag

I just wanted to bring up something that I thought of, to help make the
bug list a little bit more manageable. And basically, that is to mark
bugs 'trivial' if they should be easy to fix.

I'm hoping this can both help newcomers get their feet wet in the bzr
codebase, and give good targets for things that can be fixed during a
feature freeze week.

I haven't gone through and classified bugs, but as an example:

This bug amounts to a small string change in one file, and maybe adding
a test case that the decorator adds the right text to the decorated
function.

I'd like to see people thinking about this sort of thing, since it gives
a decent categorization for things like this.
