It also raises the question whether we want to try hard to be able to
delete tags, and whether deleting a tag should cause that deletion to
propagate.

Based on how we've done tags (not versioned) I would be hesitant to make
a deletion propagate.

If we start versioning tags, then I could see having deletion, and
propagating deletion.
