I test your icons on Slackware Linux with Window Maker.
gif works, xbm is not.

I don't install tk on cygwin specially. I use tk only via Python+Tkinter.
So I assume on cygwin is some default version of tk (file /usr/bin/tk84.dll).
This version also compiled with support of native Win32 GUI API,
because Tkinter on cygwin does not require to start X. Instead it works
as usual [python] win32 gui application without X server.
So I assume that python on cygwin use tk library roughly equivalent to
win32 python one. But not exact equivalent because native win32 python
don't fails with gif.

Can't say exactly. It's some 8.4.xxx
Like in usual windows python distribution.
