[MERGE] Help for global options

Hi all,

I tried to add a '--quiet' option to bzrtools patch.  This didn't go too
well, because as it turned out, '--quiet' is a global option, so it was
never passed to my command.

So I thought it would be a good idea to document the global options as a
help topic.
