[bug?] 'bzr pull bundle.patch --overwrite' do nothing

I want to pull my own patch from BB to another machine.
Because I try to pull to my local copy of bzr.dev
my patch is diverged from current history of bzr.dev.
I try to pull with --overwrite flag. But actually it does nothing.
Bzr reports: 0 revisions pulled. And history is not changed.

I save patch on my machine and try to pull from hard disk.
The same result.

I think it's a bug.
