I don't think it would be very hard, and I agree it would be useful.  Done.

I *think* your suggestion is the right way around.

If we were marking "stuff you can review", the algorithm would be
1. has < 2 +1s
2. not reviewed by user.

Also, there may be merit in displaying unreviewed requests differently,
just to make a clear difference between when you're logged out and
logged in.
