[MERGE] use urlutils.relative_url in info (Fixes: bug #76229)

Hi all,

Marien Zwart noticed that an info helper method, _repo_relpath, was
using osutils.relpath.  This doesn't seem to produce observable
misbehavior, but now that we have urlutils.relative_url, it's a bad
example.  This patch adjusts it to use urlutils instead, and also
renames it.  (It's private, so we can freely do that.)
