[MERGE] Before actually using encoding need to check that Python has corresponding codec

Recent problem with cp720 encoding lead me for merge request
of this patch. This patch I was called as paranoid when
problem with cp0 was discussed. Actually we need this,
because Python standard distribution could miss some
encoding maps.
