After doing more digging, there was a very subtle bug in the rewrite
rule. Basically, it didn't work if you were trying to access a .bzr
directory in the root of your exposed namespace. Specifically, it would
work for:
http://localhost/bzr/branch/.bzr/smart
But not for
http://localhost/bzr/.bzr/smart
(In my case, I Aliased /bzr, I assume you would have similar issues if
you tried to expose the whole namespace).
So the attached patch supersedes the earlier documentation patch, and
I'll be posting a follow up, which actually exposes bzr+http:// as a
valid protocol.
