Sorry about that. I thought that commit uses 0 if not supplied a
timezone. I just dug into it, to find that it uses the current timezone.
So the attached patch switches to force timezone to 0 for all of those
tests.
After the patch it passes TZ=Australia/Sydney ./bzr selftest annotate
(before the patch it failed)
I'm going to just merge it, because tests are failing. But if people
want to discuss it, I'm happy to make changes.
