[MERGE] Switch Revision XML to using millisecond resolution

For some reason, I thought this got merged a while ago (I wrote it
almost exactly 1 month ago).

This fixes the XML serializer so that it only serializes to
milliseconds, which is all the precision that we save anyway. It was
meant to supersede the patch sent by Henri Wiechers from a while ago.

This helps us avoid problems with floating point serialization not
having enough precision.
