0.14 Release Manager

After doing such a successful job on the bzr 0.13 release, we've decided
to ask Wouter back for another crack at the 0.14 release. I'll let him
send out the details of what he wants to focus on, deadlines, etc.

But I for one welcome our Dutch overlord. And would like to mention that
as a core developer I can be useful in rounding up others to work in his
bug crushing mines.

Seriously, though. Wouter did a good job keeping track of what was going
on in 0.13, and hopefully he can keep 0.14 running smoothly.

But we aren't planning on having Wouter be the permanent release
manager, so if people are interested 0.15 won't be far behind. Our
development process is clean enough that the release manager doesn't
have to spend too much time.

Martin is still in the queue, since he hasn't done a time-based release.
And we may yet convince Aaron to work on one. But if anyone else is
interested, let us know.
