Because Python on Windows does not have readline library you need to
install it yourself. You can use either old and non-supported Garry
Bishop UNC readline or newer version from Jorgen Stenarson called
pyreadline (it's a part of IPython project). Both libraries has their
own pros and cons.
But anyway 'bzr shell' is not played well on Windows (e.g. cd command
works badly) so I one time try to use it and never actually try to fix
all win32-related issues of this plugin.
