[BUG] push to shared repo when lock is held

I was try to push to shared repo and connection was lost.
After then second push fails with error:

bzr: ERROR: File exists: u'repo/win32.unc-path': Failure: unable to mkdir

I open SSH session and manually remove this directory.

I try to push again and got new error:

Unable to obtain lock
sftp://bialix@aaronbentley.com/~/repo/.bzr/repository/lock
held by bialix at ukr.net on host XXX [process #800]
locked 29 minutes, 27 seconds ago
Will continue to try until 11:19:00

I run break-lock and then again try to push. And now I'm again have:

bzr: ERROR: File exists: u'repo/win32.unc-path': Failure: unable to mkdir


It's a really ugly. bzr creates directory to push before it try to
obtain lock to repository and then fails again because directory already
created.
