In general sense the strategy to stop on error when something goes
wrong should be preferred. Just like all unix tools do. The
interactive questions make everything difficult, because 

- Backends are difficult develop
- Scripts cannot do sane error chekings
- No automated scripts can be run from cron

I would rather see separate --interactive (-i for short), to allow bzr
to ask questions and work with interactive user.
