You can get the latest version from:

deb http://bazaar-vcs.org/releases/debs/ ./

We generally wait a couple weeks from a release before we put it into
-updates. And generally it has gone into edgy (perhaps now fiesty) for a
while before it goes into dapper-updates.

0.11 comes with Edgy, because that was the current version when Edgy froze.
