[RFC] Clean up progress bars during fetch

I'm assuming you meant the fix_fetch_progress branch potentially for
0.13? As said before, I personally like the behavorial changes very
much. If there is massive buy-in we could look at getting it into 0.13,
otherwise I suggest merging it as soon as bzr.dev opens up again.
