[MERGE] Temporarily revert apport changes

Hi all,

The recently-introduced apport changes are buggy, and cause the test
suite to fail on machines that have apport installed.  They would not
normally have been mergeable, but apparently PQM does not have apport
installed, so they passed the test suite.

Robert Collins, who authored the change, is currently tied up with
Canonical business.  Therefore, I propose temporarily reverting the
change until Robert is free to re-submit it.
