Suggestion: downloading bzr.dev for 'brach --basis'

In this case, it would be easier to just take that rsync copy and do a
'bzr pull' in it to update, rather than use it as a side-source in a
'branch --basis'.


I wonder, peripherally, if we oughtn't de-emphasize --basis more
heavily in favor of repos...
