Suggestion: downloading bzr.dev for 'brach --basis'

Hi,

I was trying to get a bzr.dev local branch to play around
(http://bazaar-vcs.org/BzrGivingBack) and it seemed to me that it
would never finish. What better worked for me was to have a rsync copy
and than used it with 'branch --basis'.

Does it make sense to have a bzr.dev.tar.gz file available for
download on bazaar-vcs.org, so people could use 'branch --basis', even
when rsync is available? Maybe a weekly compressed snapshot would be
enough.
