Actually, I put it under BUG FIXES because it has a bug number
associated with it:
https://launchpad.net/products/bzr/+bug/42714

We can call it improvements or internals or bug fix. They are sort of
arbitrary. I figured since this closes an open bug, then it should be
considered a bug fix.

I don't really care one way or the other though.
