It is a bit unclear, but I think he means pushing over HTTP.  You've
only quoted half the sentence:

"Bzr, on the other hand, has no built-in support for pushing (yet),
but they do support pulling over HTTP."

The author mentions pushing changes with rsync and SFTP after, which
supports this interpretation.
