[BUG] Saving commit messages breaks 'commit --strict'

The latest changes which drop the commit message into the working
directory interfere (badly) with 'bzr commit --strict'.

I use '--strict' because I frequently forget to add new files before
committing, (like new test cases, etc).

At the very least we need to change how we do it. Whether we default to
ignoring files that start with 'bzr-commit-', or some other fix.

But we need to find something, because I just did a 'bzr update' and now
I can't commit anything :)
