[RFC] 0.13 release schedule

Hi all,

if we are to follow the trend set by the previous 3 releases the
schedule for 0.13 would look like:

    October 24th, 0.12rc1, bzr.dev reopened for 0.13
    October 30th, 0.12 final

    November 13th, 0.13 feature freeze
    November 20th, 0.13rc1, bzr.dev reopened for 0.14
    November 27th, 0.13 final

This allows for three weeks of development (if you count the week between
bzr.dev reopening and the 0.12 final), and two weeks of stabilization. 

However, during this time there will also be the Ubuntu Developers
Summit from 5-10 November (https://launchpad.net/sprints/uds-mtv) and
the Canonical All-Hands 12-18 Novemeber. Bzr development will likely be
either way up or way down. Both cases warrant at least an extra week of
development in my opinion, so it would be:

    November 20th, 0.13 feature freeze
    November 27th, 0.13rc1, bzr.dev reopened for 0.14
    December 4th,  0.13 final, just in time for Sinterklaas!

What do people think, is this an acceptable schedule? I'd especially
like the comments from people attending either event. Other thoughts
about the release cycle are welcome too.
