0.13 release manager; new committers

Wouter van Heyst (aka Larstiq) has will be our release manager for  
0.13, with Robert and John as mentors.  The basic plan is that we  
will again do an approximately four-week cycle with two weeks of  
development, one week of stabilisation, and one week on the release  
candidate.

I'd also at this time like to add Andrew, Wouter, Jelmer, and  
Alexander as pqm committers.  They've all done good work so far and I  
hope this will make it easier for them.

Robert, could you please add their keys to pqm?
