bzr 0.12 release candidate 1 -- now and for windows

When 0.8 released I ask to Martin Pool directly to get installers from 
my site and put to the Canonical site. It's still at location:

I have latest releases locally on my machine. I'll check the numbers.

I still don't have gpg key, and unfortunately cannot find enough time to 
learn gpg tools and how to use them. Sorry. I hope in the near future I 
will change this issue.

Note: 0.8.2-2 was created by someone else.
History says that John Meinel download that file. But it was created by 
someone else (in the mailing list archives we could found who are was).
