Etienne Goyer noticed that when you install site-wide plugins along with
bzr, the new copyright checks recurse into the bzrlib/plugins/*
directory, and tests start failing.

The attached patch adds '/plugins/' to the list of excluded directories.
Certainly there was never any intent that 3rd party tools would have the
same copyright or exact license.
