bzrtools updated for unique roots

Hi all,

I have unloaded a new version of bzrtools that is compatible with the
latest bzr.dev.  (Older version of bzrtools will fail the test suite.)

I just landed the unique-roots changes this morning.  These changes
break baz-import, which had implicitly assumed that the tree root was
always TREE_ROOT.
