Alexander,

I think this accomplishes the goals of those who expressed both
reservations about requiring assent to the GPL v2, and its possible
application to their source code, as well as those who wished to avoid
inconveniencing the user at install time by recommending the reading of
a long text segment.

I would suggest the possibility of mentioning the file COPYING.txt
alongside the web link under the heading 'See:'.  It will be installed
and available whether the user has web access or not.
