I've filed a bug. I don't know anything about the innards of the
bzr-svn plugin, so I can't rate the difficulty of that fix.

It's using the default 'create-branch' behavior, which is why it's
trying to mkdir. If you try to push to a branch that already exists,
you probably won't get that.
