GPL not a EULA?

Just installing BZR on Windows. The installer says "You must accept the
terms of this agreement [the GPL] before continuing..."
I don't think the GPL is a EULA. Article 0 says "Activities other than
copying, distribution and modification are not covered by this License;
they are outside its scope. The act of running the Program is not
restricted..." So it seems unnecessary if the intent is to just use bzr.
Just wanted to clarify the intent of requiring people to agree to the
GPL in the installer? Ta.
