[merge] fix version-info if not in a branch

Thanks for the bug report. Actually, another effect is that 'bzr
version-info' doesn't work on just a Branch either.

So I added a test, and a different fix for it. All of this is tacked on
top of my unicode fixes for Rio and stanzas.

So I'd like to get all of this into bzr-0.11. Either that, or we should
remove version-info from 0.11 and wait for 0.12. I'd rather not have it
in there with all of these little bugs.
