I would be okay with it. I know we've also discussed having a parameter
to bzr itself, which lets us change the working directory. But in the
short-term, I think updating run_bzr would be fine.

I would just make sure that similar arguments are available for
'run_bzr' as 'run_bzr_subprocess', etc.
