Attached is a bundle that adds on Andrew's work to make sure that
_get_ssh_vendor can fall back to ParamikoVendor().

This or at least a variant, should get merged before 0.11rc1. If it
doesn't get merged before, then we'll end up with an 0.11rc2, since it
is an obvious regression.
