The current behaviour is thoroughly broken.  When the kind is changed,
commits are usually permitted, but the change is not recorded.

I'll give this some more thought.  Right now, my preference here is to
just make it easy for users to do what they want.  I don't think they'll
thank us if we forbid kind changes, even that small percentage who would
otherwise commit a file => directory change by mistake.
