Attached is a follow up patch to my earlier changes. I had forgotten
about the tests that were failing when I first submitted this. And that
is we need to pass the directory mode into KnitVersionedFile, and
support it through put_*_non_atomic() when create_parent_dir=True.

This patch includes my earlier patch to enable sftp permission checking.
Because it was helpful in getting this code to work properly.

I checked, and the performance improvement is still there.
