It's one of the results of History Horizons, which I've specced up here:

It's a branch that doesn't have a lot of revision data.  Old revisions
are ghosts-- only revisions that were recent at branch time are not
ghosts.  But after branching, it retains revisions normally.

I have hopes that shallow bound branches will be a good substitute for
both heavy and lightweight checkouts, allowing us to remove the distinction.
