It should only be doing that for old revisions, not every revision.  If
it's doing it for new revisions, then yes, you're doing something wrong.
 The issue is that the revision-id field was added to Inventories
without a format bump.

It's nice to know that the "bundle" concept has legs, but this
implementation was intended for installing only a small number of
revisions.  There's plenty of room for improvement.
