[rfc] Centralized Workflow Document

Attached is a rst document trying to help people work with bzr in a
mixed fashion. Where they are mostly centralized, but occasionally
disconnect.

I posted it here:
http://bazaar-vcs.org/Tutorials/CentralizedWorkflow

But I'm maintaining the source separately, because I'd like to put it in
to the main Bazaar documentation that get uploaded to doc.bazaar-vcs.org.

I still need to do some talking about actually disconnecting (like
getting on to an airplane, etc.)

But I'd like to get a little bit of feedback from where it stands right now.
